The EPA has proposed amendments to the pulp paper production source category regulations, known as the "cluster rules." The changes propose equivalent compliance alternatives for reduction of hazardous air pollutant emissions. The proposed amendments are to the pulping process vent standards and the biological treatment system standards to address technical issues identified after promulgation of cluster rules. EPA believes that the changes proposed do not change the level of control or compromise the environmental protection achieved.
