Effective September 18, 1999, DEP revised its technical guidance document entitled "Policy for the Acceptance of Community Environmental Projects in Conjunction with Assessment of Civil Penalties." Community Environmental Projects are those that go beyond legal requirements and provide a substantial public health or safety or environmental benefit. Some of their cost can be used to reduce the amount of civil penalty that would otherwise be assessed. The Policy was revised to broaden the range of acceptable projects to include (1)innovative educational initiatives which assist the Commonwealth in its environmental education goals; (2)projects which speed the deployment of new or improved environmental technology or which promote sustainable development or energy or pollution prevention; and (3)projects which fund public research by academic, governmental or non-profit organizations.
