DEMONSTRATION PROGRAM 8-95 U.S. Small Business Administration (SBA) Office of Women's Business Ownership More than 47,000 women have benefited from the Demonstration Program's training and counseling. Many of the success stories born in these centers herald true economic development--new jobs, increased earning potential and a larger pool of skilled entrepreneurs. There are currently 54 sites in 28 states and the District of Columbia; all the centers offer financial, management, marketing and technical assistance to current and potential women business owners and each center tailors its style and offerings to the particular needs of its community. Some sites target minorities such as Native American, African-American, Hispanic and Asian-American populations. From a Report to Congress completed on March 1992 by the National Academy of Public Administration (a national federal program evaluator), "During the... years of assessing the effectiveness of projects throughout the United States, the Academy panel and project staff found these organizations... to be dynamic groups whose services are making a difference for the women who used them." They concluded that the projects could be strong components of local economic development strategies. The Women's Demonstration Program was established through the Women's Business Ownership Act of 1988 and was reauthorized through the Women's Business Development Act of 1991. Administered by the SBA's Office of Women's Business Ownership, it establishes centers around the country to train and counsel women in the skills necessary to launch their own businesses. In particular, the program targets socially and economically disadvantaged women. A number of the sites have developed a loan-pool based on the Grameen Bank model. The loan pool allows participating members to borrow money based on group consensus accompanied by long-term counseling and financial/management training.
