DEP has proposed new regulations of solvent cleaning operations in order to reduce volatile organic compounds ("VOC"). The proposed requirements will be more stringent than the existing Federal Control Techniques Guidelines because DEP believes they are necessary for the state to attain and maintain the ozone standard. Requirements adopted by EPA to apply to solvent cleaning operations utilizing hazardous air pollutant solvents will also be applied in Pennsylvania to non-hazardous air pollutant solvents. The state regulations will also impose solvent volatility and hand-wipe requirements not found in the EPA regulations. Written comments on the proposed regulations must be received by the Environmental Quality Board by October 27, 1999.
