The regulations provide for the issuance of general water quality management permits for wastewater treatment facilities under the following conditions: (1)the facilities involve the same, or substantially similar type of operations; (2)the facilities treat the same types of waste; (3)the facilities require the same operating conditions; and (4)the facilities are in the judgment of the Department more appropriately managed under a general permit than under individual permits. The regulations include a requirement that those engaged in the impoundment, production, processing, transportation, storage, use, application or disposal of &quot;pollutants&quot; shall take necessary measures to prevent the substances from directly or indirectly reaching waters of the Commonwealth. &quot;Pollutant&quot; is defined as &quot;a contaminant or other alteration of the physical, chemical or biological properties of surface water which causes or has the potential to cause pollution.&quot; Furthermore, the Department may require a person to submit a report or plan showing how those performing the activities described above will prevent pollutants from reaching waters of the Commonwealth.
