a. Air carrier complaints<\/b>. Any person who believes that an air carrier has violated any provision of Department of Transportation (DOT) regulation 14 CFR Part 382, implementing the Air Carrier Access Act of 1986, may contact the following office.<\/p>

b. Airport complaints<\/b>.<\/p>

  1. Recipients of Federal financial assistance. An airport that receives Federal financial assistance is subject to Section 504 of the Rehabilitation Act of 1973, as amended, and the DOT.s implementing regulation 49 CFR Part 27.<\/li>
  2. Airports owned by a public entity. An airport that is owned by a public entity, such as a state or local government, is subject to Department of Justice (DOJ) regulation 28 CFR Part 35, implementing Title II of the Americans with Disabilities Act (ADA) of 1990. This regulation applies regardless of whether the airport is a recipient of Federal financial assistance. Specific portions of 49 CFR Part 37, including Sections 37.33(a) and (b), also apply to such an airport if it operates a designated or fixed route transportation system. 49 CFR Parts 37 and 38 are the DOT.s regulations implementing Title II of the ADA.
